Kirkenes is the far end of the Hurtigruten line which runs from Bergen to Kirkenes, and is the turnround port for many cruises; those that are not going on to Russia.   This part of Norway borders Russia and Finland and weird things happen with the time zones (see the Wikipedia article).   There is also a tripoint not far from Kirkeness where three national borders meet, and where it is illegal to walk around the border marker as by law you may only cross between Russia and Norway at the official border control at Storskog.
